Vietnam is planning high-speed rail connections with China
  + stars: | 2024-04-10 | by ( ) edition.cnn.com   time to read: +2 min
Vietnam aims to start building two high-speed railway lines linking its capital Hanoi with China before 2030, the Ministry of Planning and Investment said, another sign of a recent warming of ties between the two Communist-ruled neighbors. The two countries are already connected via a system of highways and two railway lines that are old and need upgrading on the Vietnam side. Earlier this month, Vietnam said it was seeking to learn from China to develop its first high-speed railway network and had sent its officials to work with Chinese railway companies. A massive high-speed railway line linking capital Hanoi with business hub Ho Chi Minh City is also being planned in the country. Trade between Vietnam and China in the first quarter of this year rose 22% from a year earlier to $43.6 billion, according to Vietnamese government data.

Vietnam's Prime Minister Pham Minh Chinh (R) bids farewell to China's President Xi Jinping after their meeting at the Government Office in Hanoi on Dec. 13, 2023. Vietnam aims to start building two high-speed railway lines linking its capital Hanoi with China before 2030, the Ministry of Planning and Investment said, another sign of a recent warming of ties between the two Communist-ruled neighbors. China is Vietnam's largest trading partner and a vital source of imports for its manufacturing sector. The two countries are already connected via a system of highways and two railway lines that are old and need upgrading on the Vietnam side. One of the planned high-speed lines would run from Vietnam's port cities of Haiphong and Quang Ninh through Hanoi to Lao Cai province, which borders China's Yunan province, the ministry said in a statement released late on Tuesday.

The Condiment Wars Come for Chile Crisp (or Crunch)
  + stars: | 2024-04-05 | by ( Tejal Rao | ) www.nytimes.com   time to read: +1 min
It’s hard to pinpoint exactly when we reached peak chile crisp in the United States, but if you were to inspect my kitchen today you’d see, alongside an old jar of Lao Gan Ma — years ago, the only chile crisp I could easily find in the food shops nearby — at least a half-dozen others. While each jar contains a spicy crimson sediment under oil, some have the sweetness of star anise, while others are deepened with tiny dried shrimp or fried shallots. Some have the delicate crunch of fried sesame seeds, garlic or crushed peanuts, or the mouth-numbing tingle of Sichuan peppercorns. Some of these preparations are rooted in regional Chinese or diasporic traditions, family customs or someone’s idiosyncratic taste, and each is different from the others. You might call these condiments chile oil or chile crisp or chile crunch, and the truth is that I didn’t give the precise language of the category too much thought until Thursday.

UNITED NATIONS (AP) — Nine members of the United Nations Security Council condemned “indiscriminate” airstrikes by Myanmar's military against civilians before an envoy briefed the council Monday as part of regional efforts to implement a peace plan that has so far been largely ineffective. Before the council meeting, nine of the 15 council members stood before reporters to support a statement read by Britain’s U.N. The United States pushed for an enforceable Security Council resolution to prevent Myanmar from getting jet fuel, the council diplomat said. According to the council diplomat, China, which has close ties to Myanmar, emphasized the need to give ASEAN's efforts time and space. Russia, which also has links to Myanmar, reiterated that the council shouldn’t be interfering in the country’s internal affairs.

LUANG PRABANG, Laos (AP) — Landlocked Laos doesn't have the famous beaches of its neighbors to attract tourists, but instead relies on the pristine beauty of its mountains and rivers and historical sites to bring in visitors. Nestled among the mountains of northern Laos, Luang Prabang was the capital from the 14th to the 16th century before it was moved to Vientiane. “This dam won't generate a lot of power for Laos, it's going to power new shopping malls in Bangkok,” Eyler said of the Luang Prabang project. “In isolation, the potential transboundary harmful effects due to the Luang Prabang hydropower project may not be substantial," the river commission said.

The wording of the draft amendment is reminiscent of language used by Beijing to rein in free speech at home or to hit back at perceived slights by foreign countries and businesses. Several legal scholars have also questioned the implicit vagaries of the proposed amendment and the absence of specific guidelines. “State power directly interferes in the field of individual citizens’ daily clothing, which is obviously an overreaching intervention,” she wrote on Weibo. In the wake of this month’s draft amendment, one Weibo user questioned whether cosplayers or kimono-clad employees of Japanese restaurants might fall afoul of the proposed rules. “Why don’t we wear Chinese tunic suits or Hanfu?” he asked.

Rich, poor countries split over costs of pandemic prevention
  + stars: | 2023-09-01 | by ( ) www.reuters.com   time to read: +9 min
REUTERS/Bruno Kelly/StringerSince early in the COVID-19 pandemic, global health officials have sought to create a “pandemic treaty” to better prepare for future outbreaks. The governing body of the World Health Organization, or WHO, chose delegates from each of its six administrative regions worldwide to lead the negotiations. Ahead of next week’s meeting, according to officials interviewed by Reuters, the biggest sticking point remains financing for poor countries. The United States and the European Union have both said they support the inclusion of “One Health” provisions in a pandemic treaty. But as a far-reaching and sometimes abstract concept, “One Health” measures could be costly to put into practice.

Partners in risk The total area at high risk for bat viruses to infect humans more than doubled in size in Laos between 2002 and 2020. The animals, known to be susceptible to bat viruses, included raccoon dogs, bamboo rats and porcupines. Already, scientists have found local bats bearing viruses closely related to those responsible for the 2003 SARS and COVID-19 pandemics.

California’s Budget Deficit Blows Up

California Gov. Gavin Newsom ’s budget last month projected a $22.5 billion deficit, but apparently his forecast was too sunny. The Legislative Analyst’s Office (LAO) warned last week that the state’s budget hole may be a lot bigger owing to plunging revenue. The state’s monthly tax revenue in January was about $14 billion lower than during the same month last year. Tax revenue in the current fiscal year that started last July is running about $23 billion lower than in the previous year.
The proposed Sun Cable project would see a subsea cable stretch from Darwin to Singapore. A statement from Cannon-Brookes’ private investment arm, Grok Ventures, suggested all investors except Forrest’s investment arm Squadron Energy remain committed to the cable. Tim Buckley, director of Climate Energy Finance, says the export of green hydrogen (hydrogen generated from renewable energy) is at least a decade away. “The market for green hydrogen exports has sort of deflated quite dramatically when people realize there’ll be a decade or two before you can actually ship green hydrogen anywhere overseas,” he said. For example, Xlinks plans to run a cable almost as long and powerful from Morocco to the United Kingdom.

Democrats in Sacramento last month sent $10 billion in direct payments to voters. California’s steeply progressive income tax makes it heavily dependent on the income, and especially the capital gains, of high earners. The top 0.5% of taxpayers pay 40% of state income tax. Tax revenue surged in the pandemic as the Federal Reserve’s loose monetary policies inflated asset values. Many tech workers cashed out stock options.
Haitian soup joumouColorful and nutritious soup joumou is also known as Haitian New Year's Soup. Recent studies have found that phytonutrients, which are minimally processed — and often colorful — plant foods, can support proper immune balance and function. Maya Feller, a dietitian and author of the forthcoming book "Eating From Our Roots," is a fan of soup joumou. Nguyen's recipe is filled with ingredients that are beneficial for immune health, like fresh herbs, vegetables and meat protein. Meanwhile, in a large pan, heat 1/2 tablespoon of olive oil and add the white onions.
